About the Task Force

The Council on Foreign Relations (CFR) convenes bipartisan Task Forces to assess issues of current and critical importance to U.S. foreign policy. Under the leadership of distinguished cochairs, Task Force members aim to reach a meaningful consensus on policy and are responsible for the content of their report. Task Force observers participate in discussions but are not asked to be signatories. Members and observers participate in their individual, not institutional, capacities.
