Liana Fix

Senior Fellow for Europe

Liana Fix is a senior fellow for Europe at the Council on Foreign Relations (CFR). She is a historian and political scientist, and a leading authority on European security, transatlantic relations, Russia and Eastern Europe, as well as European China policy. Dr. Fix is the author of Germany Rearmed: The Return of War and the End of Illusions (Hurst, 2026). Together with Michael Kimmage, she is the co-author of the widely read “Ukraine Scenarios” series in Foreign Affairs. Dr. Fix is also the author of A New German Power? Germany’s Role in European Russia Policy (Palgrave Macmillan, 2021). She is an adjunct professor at Georgetown University in the Center for German and European Studies and the Center for Eurasian, Russian, and East European Studies, and has lived and worked in Washington, D.C., Berlin, London, Moscow, Tbilisi, and Tours.

Prior to joining CFR, Dr. Fix was program director for international affairs at the Körber Foundation in Berlin. She has held fellowships at numerous European and U.S. institutions, including the German Marshall Fund, the Robert Bosch Foundation, the American-German Institute, the German Institute for International and Security Affairs, and the German Council on Foreign Relations. She also worked as a Mercator fellow for international affairs at the German Federal Foreign Office in Berlin, the European Union Delegation in Tbilisi, Georgia, and the Carnegie Moscow Center.

Dr. Fix has contributed essays, policy papers, and articles to journals and media outlets including Foreign Affairs, The Washington Post, The Atlantic, Foreign Policy, Survival, and The Washington Quarterly, among others. She is also a frequent contributor to U.S. and international media, including CNN and The BBC, The New York Times, Politico, NBC, and more.

Dr. Fix is a member of the European Leadership Network and the Aspen Rising Leaders program. She received her MSc in theory and history of international relations from the London School of Economics and Political Science (with distinction) and her PhD in political science from the Justus Liebig University Giessen (magna cum laude).
