CFR Welcomes Aimee Carter and Matt Quam as Vice Presidents

The Council on Foreign Relations (CFR) is pleased to welcome Aimee Carter and Matt Quam to lead corporate relations and development efforts, respectively.

Carter returned to CFR on January 6 as vice president of corporate member relations, where she leads CFR’s relationships with the private sector. She also oversees CEO engagement strategy and CFR’s Corporate Program, which links private-sector leaders with stakeholders to engage on the critical issues at the intersection of business and foreign policy.

Quam joins CFR on January 13 as vice president and chief development officer. He comes to CFR from the Metropolitan Museum of Art, where he served as deputy chief development officer. In his tenure at the Met, Quam focused on principal gift cultivation and institutional giving—two areas of focus for CFR’s development office.

“I am delighted to welcome Aimee and Matt to the Council’s core leadership team,” said CFR President Michael Froman. “Aimee’s deep expertise and decades of experience working with companies will significantly strengthen CFR’s engagement with the private sector. Matt is a seasoned development pro who will work to broaden and deepen CFR’s philanthropic financial support, which is critical to the Council’s capacity to provide independent, nonpartisan research and programming. Both join at a critical time for CFR’s mission to inform U.S. engagement with the world.”

Throughout her career, Carter has engaged the private sector through thought leadership, policy, and global issues. Carter rejoins CFR—where she served in the Corporate Program from 2006 to 2018—from the Distilled Spirits Council of the United States (DISCUS), where she was vice president of member services and business development. Prior to DISCUS, she led development and engagement at the Alliance for Health Policy, membership at the Business Roundtable, and AARP’s international department.

She also directed Booz Allen Hamilton’s $20 million emerging market business environment analysis unit and served as contract manager for a $2.4 billion U.S. Agency for International Development (USAID) contract. At the Center for Strategic and International Studies (CSIS) she assisted in managing the U.S.-EU-Poland action commission and development operations. Earlier, she was a project assistant at Shaw, Pittman, Potts & Trowbridge (now Pillsbury Winthrop Shaw Pittman).

Carter is on the board of directors of the international nonprofit organization iMMAP and the DC Advisory Council of Global Kids. She is a member of the Annapolis Dragon Boat Club and an International Career Advancement Program (ICAP) fellow. 

Carter has an MA in international relations from Boston University and a BA from the University of Virginia. 

Matt Quam 

Quam is a knowledgeable development and nonprofit professional with leadership experience from institutions across New York City. He comes to CFR from the Metropolitan Museum of Art, where he served as deputy chief development officer from 2016 to 2024.  

At the museum, Quam directed the funding priorities for multiple departments, such as Islamic art and scientific research, and worked on several projects, including one dedicated to renovating galleries and others focused on the performing arts. He managed the museum’s highest level membership group, the Chairman’s Council. 

Prior to the Met, Quam spent over eight years at Carnegie Hall, working in leadership annual giving, managing young membership, and leading the programmatic major gifts program. After Carnegie Hall, he led the reunion giving program for Columbia University’s Columbia Business School for over five years, growing revenue 65 percent for reunion cycles. 

Quam has an MBA from Columbia University’s Columbia Business School and a BA from Concordia College.
