Steven Holmes is a research associate for Latin America Studies at the Council on Foreign Relations (CFR). Before joining CFR, he was a program associate in the Asia and Latin America program at the Inter-American Dialogue. He holds a bachelor's degree in political science and environmental studies from Tufts University and a master's in international relations from the Johns Hopkins School of Advanced International Studies.
